Kenneth J. Coughlan, Esq.

Kenneth J. Coughlan received his Bachelor of Arts degree from the University of Delaware in 1994, majoring in criminal justice with minors in legal studies and philosophy. While attending Delaware he was chosen for internships with the Delaware State Police and a private law firm in downtown Wilmington. He also was nominated for the Outstanding Criminal Justice Major award and was a member of both the Criminal Justice Honor Society and the Philosophy Honor Society.

After graduating, Mr. Coughlan worked for one year at a law firm in Alexandria, Virginia before attending law school at the College of William and Mary. While at William and Mary he served in internships with both the Newport News Commonwealth Attorney and the Peninsula Legal Aid office. In 1998, Mr. Coughlan received his Juris Doctor degree and began working in private practice in Norfolk, Virginia. During this time, his practice focused primarily on workers' compensation, personal injury, employment litigation and social security disability.

In 2002, Mr. Coughlan left private practice to pursue an opportunity with the Norfolk Public Defender's Office. After only one year with the office he was promoted to Deputy Public Defender, supervising a team of attorneys, and was responsible for training all new lawyers in the office. In his time with the Public Defender's Office Mr. Coughlan represented clients charged with everything from misdemeanor offenses all the way up to major felonies such as rape, robbery, and first degree murder. He also completed Master's-level coursework in criminal justice at Old Dominion University.

Mr. Coughlan moved to Maryland in 2004, keeping his Virginia law license but also getting law licenses in Maryland, Pennsylvania, and later Washington D.C. He entered into private practice in Bel Air doing primarily personal injury and criminal defense work. He has been with Anne Hoke & Associates since June, 2006, dealing with workers' compensation, personal injury, criminal defense, medical malpractice, and general civil litigation. In 2009, Mr. Coughlan won a major appellate court decision for workers’ compensation claimants suffering from occupational diseases; Black & Decker v. Humbert, 189 Md. App. 171, 984 A.2d 281 (2009). That case opened the door for many workers to be fairly compensated for their injuries. Mr. Coughlan was also instrumental in winning the Virginia criminal appeal in Coles v. Commonwealth, 44 Va. App. 599, 605 S.E.2d 784 (2004).

Kenneth J. Coughlan has extensive experience in administrative hearings, jury and bench trials, and appellate arguments. He is licensed in four states, and admitted to practice before the United States District Court for the District of Maryland, the United State District Court for the Eastern District of Virginia, the United States Court of Appeals for the 4th Circuit and the United States Supreme Court.
